Social policy of the Russian Federation in the era of transformation: challenges and political solutions
Abstract
Background. The article explores the social policy of the Russian Federation (RF) in the context of comprehensive socio-economic transformation. The focus is on demographic, socio-economic, budgetary, institutional, and technological challenges that have a decisive impact on changes in state social support mechanisms. Purpose. The purpose of the study is to identify the relationship between transformational socio-economic challenges and the evolution of social policy instruments in the Russian Federation. Methodology. The methodological framework of the study is based on methods of analysis and synthesis, comparative analysis, statistical data analysis, as well as inductive and deductive methods used to identify patterns in the transformation of social policy in the Russian Federation. Results. The study finds that over the past 20-25 years, social policy in the Russian Federation has evolved from a predominantly compensatory model to a system focused on targeted support, program-based management, and human capital development. The stable relationship between the nature of transformational challenges and changes in the mechanisms of social policy is substantiated. Practical implications. The results of the study can be used in the development and adjustment of social policy measures at both federal and regional levels, as well as in further academic research on social policy transformation and public administration in the social sphere.

Социальная политика Российской Федерации в эпоху трансформации: вызовы и политические решения
Аннотация
Обоснование. Настоящая статья посвящена анализу социальной политики Российской Федерации (РФ) в условиях комплексной социально-экономической трансформации. В центре внимания находятся вызовы демографического, социально-экономического, бюджетного, институционального и технологического характера, оказывающие определяющее влияние на изменение механизмов государственной социальной поддержки. Цель. Целью исследования является выявление взаимосвязи между трансформационными социально-экономическими вызовами и эволюцией инструментов социальной политики РФ. Методология проведения работы. Методологическую основу исследования составляют методы анализа и синтеза, сравнительного анализа, анализа статистических данных, а также индуктивный и дедуктивный методы, применяемые для выявления закономерностей трансформации социальной политики РФ. Результаты. В результате исследования установлено, что социальная политика РФ за последние 20-25 лет эволюционировала от преимущественно компенсаторной модели к системе, направленной на адресность, программно-целевое управление и развитие человеческого капитала. Обоснована устойчивая зависимость между характером трансформационных вызовов и изменением механизмов социальной политики. Область применения результатов. Результаты исследования могут быть использованы в практике разработки и корректировки мер социальной политики на федеральном и региональном уровнях, а также в дальнейших научных исследованиях, посвященных трансформации социальной политики и государственному управлению социальной сферой.
