Обоснование. В современных условиях в качестве вызова демографической безопасности рассматривается увеличение доли отложенных браков и тенденция к более позднему рождению детей. Данная ситуация предполагает усиление внимания государства к молодым семьям из числа учащейся молодёжи, так как необходимость совмещать учёбу, работу и семейные обязанности делает их особенно чувствительными к социальным изменениям в обществе. Цель. Выявить и проанализировать систему социальной поддержки молодых семей из числа учащейся молодёжи. Методология проведения работы. Методологическую основу исследования составляют герменевтический, феноменологический и компаративистский подходы. Эмпирическую базу обеспечивают теоретический анализ научной литературы и законодательных документов, сравнительный анализ мер поддержки на региональном уровне и контент-анализ сайтов вузов Ярославской области. Результаты. Изучены существующие механизмы государственной поддержки, реализуемые как на региональном уровне (разработка региональных программ, адаптация федеральных мер). Особое внимание уделено важности учета особенностей молодых семей из числа учащейся молодёжи в зависимости от состава, наличия детей, места проживания и материальных ресурсов. Систематизированы и описаны действующие меры социальной поддержки студенческих семей в учебных заведениях Ярославской области. Область применения результатов. Результаты исследования могут быть применены в сфере социально-политического проектирования, в том числе при разработке программ поддержки молодых семей и оценке их демографического эффекта.
Background. The socio-economic development of the state and society is associated with overcoming demographic problems. In modern conditions, as a challenge to demographic security, an increase in the share of postponed marriages and a tendency to later birth of children are considered. This situation implies an increase in state attention to young families from among the students, since the need to combine study, work and family responsibilities makes them especially sensitive to social changes in society. Purpose. Identify and analyze the system of social support for young families from among the students. Methodology. The methodological foundation of the study comprises the hermeneutic, phenomenological, and comparative approaches. The empirical basis is provided by a theoretical analysis of scholarly literature and legislative documents, a comparative analysis of support measures at the regional level, and a content analysis of websites of higher education institutions in the Yaroslavl Region. Results. The existing mechanisms of state support implemented at the regional level (including the development of regional programs and adaptation of federal measures) have been studied. Particular attention has been paid to the importance of accounting for the specific characteristics of young families among student youth, depending on family composition, presence of children, place of residence, and material resources. The current measures of social support for student families in educational institutions of the Yaroslavl Region have been systematized and described. Practical implications. Scope of Application of the Results. The research findings can be applied in the field of socio-political design, including in the development of support programs for young families and the assessment of their demographic impact.
